Insulating a Canberra home: walls, ceiling and floor together, materials compared, old insulation out

Walls, ceiling and underfloor for a Canberra 3-bedroom home

For a 3-bedroom home our Canberra table prices ceiling insulation at $1,325–$4,400, wall insulation at $1,650–$4,400 and underfloor insulation at $1,325–$3,525. All three at the typical prices add up to $7,700. By the square metre, installed batts are $13–$38 for ceilings, $11–$28 for walls and $16–$50 underfloor.

Batts, blown-in, spray foam or foil in Canberra

Per square metre in our Canberra table: blown-in or loose-fill is $20–$55, spray foam $33–$110 and reflective foil $9–$24. At the typical figures spray foam costs $39 a square metre more than wall batts.

Topping up or replacing old insulation in Canberra

Topping up existing insulation is $11–$33 a square metre in our Canberra table. Taking old insulation out first is $9–$28 a square metre; removing it from a 100 square metre ceiling and laying new batts comes to $3,800 at the typical prices.

Canberra's climate zone and the building code

On the Australian Building Codes Board climate zone map Canberra is in zone 7 (cool temperate). The Australian Government's YourHome guide notes: "The NCC specifies that vertical edges of a slab-on-ground must be insulated if located in Climate zones 7 or 8 (cold climates)".

These answers use the prices in the table on this page.

Factors affecting insulation cost in Canberra

What Affects Insulation Costs in Canberra

The R5 benchmark

The ACT's rental standard sets a useful yardstick: a rental home with no ceiling insulation, or insulation rated below R2, must be brought up to at least R5, which the ACT Government calls the standard level for new builds. Up to 35 per cent of heat escapes through the ceiling of an uninsulated Canberra house in the colder months, the ACT Renting Book says. Topping up over old batts is $11–$33.

Climate zone 7

Under the NCC each climate zone has its own minimum insulation levels for the roof, the walls and the floor, and Canberra falls in zone 7, so every quote should name the R-value it delivers. In zones 7 and 8 the code also requires the vertical edges of a slab-on-ground to be insulated, which matters if you are building new or extending on a slab. July days at Canberra Airport average just 11.4 °C (BOM averages).

Open walls or lined walls

Wall insulation tops the searches that bring Canberra readers here, and its price turns on whether the wall is open. Open-frame batts cost $11–$28, about $1,650–$4,400 for three bedrooms. Blowing or injecting fill into lined walls costs more, at $28–$77, and YourHome warns cavity fill carries a high moisture risk in timber-framed walls.

No federal rebate, but ACT loans

Canberra owners will find no federal insulation rebate. ACT homeowners can instead apply to the Sustainable Household Scheme, which lends $2,000 to $20,000 at 3 per cent interest, repayable over up to 10 years, for a list of products that includes ceiling insulation.

Concession card rebate

ACT homeowners who hold a Pensioner Concession Card, a DVA Gold Card or a Health Care Card, and who live in the home, can claim a Home Energy Support rebate of half the supply and installation cost of ceiling insulation, up to $2,500. On a typical three-bedroom ceiling that half would be $1,375. Anyone eligible for that rebate may also be able to borrow up to $10,000 interest-free to cover the rest.

Renters and units

About 30.7% of Canberra households rent (ABS 2021 Census). Landlords must say whether a home meets the ceiling insulation standard when they advertise it and when the lease is signed, and must hand over their records if the tenant asks. Flats are 19.4% of the housing here, so the exemptions matter: lower-floor units are exempt, and a top-floor unit can get a temporary exemption if the owners corporation refuses permission.

Asbestos, wiring and old batts

In some older homes loose-fill asbestos was used as ceiling insulation, and the ACT keeps a public register of the small number of affected homes that remain. If you suspect any asbestos, call a licensed asbestos assessor before anyone enters the roof, as all asbestos removal in the ACT needs a licensed removalist. Have an electrician check wiring and downlights too. Clearing old insulation that is safe to handle is $9–$28.

How to Save Money on Insulation Cost in Canberra

1
Ask every installer to write the R-value on the quote, and for the ceiling ask them to price R5, the level the ACT uses for new builds and rental upgrades.
2
Hold a concession card and own your home? Check the Home Energy Support rebate rules before booking, as it covers half the cost of ceiling insulation up to the cap.
3
Book roof-space work outside the height of summer; January tops average 28.0 °C at Canberra Airport (BOM averages), and the ceiling cavity runs hotter still.
4
Renting? Ask your landlord for the records showing the home meets the ceiling insulation standard; they have to provide them on request.
5
Before paying for injected or blown-in wall fill, have someone confirm how the walls are built, given the moisture risk in timber frames.
6
In a tight roof space, ask whether blown-in fill at $20–$55 would reach corners that batts cannot.

Insulation Cost in Canberra by Home Size

Quick answerCanberra's three-bedroom rows on the page are $1,325–$4,400 for the ceiling, $1,650–$4,400 for walls and $1,325–$3,525 underfloor; wall batts alone are $11–$28 a square metre.

Walls scale with the area of wall, so size them in square metres. Say 120 square metres of wall is open during a renovation: at $11–$28 a square metre that comes to $1,320–$3,360, and the same area filled through lined walls at $28–$77 a square metre comes to $3,360–$9,240. The three-bedroom wall row, $1,650–$4,400, prices a whole house as one job.

The build and the building both move a Canberra job of that size. How the walls are built is checked before a fill method is chosen, a unit brings an owners corporation to consult, and a rental needs the landlord's agreement. July days are cold in Canberra, and a top-up over old batts is $11–$33 a square metre.

Insulation Cost in Canberra: What the Quote Should Include

Wall insulation leads the searches behind this Canberra page, so a quote should say plainly whether the wall line is an open-frame job or a fill job in lined walls. Ask for walls, ceiling and underfloor on separate lines.
